I think upscaling pictures is a bad thing: it adds nothing actually useful, it's a waste of space, and of course once it's allowed you could always resize an image to make it bigger and bigger and bigger... Technically, 2960458 is an upscaled version of the original picture embedded in the PDF file of the magazine, resampled with a nearest neighbour algorithm (you can tell by the pixelated appearance), and with text overlayed. For comparison purposes, take a look at this one: http://i.imgur.com/TppYmuv.jpg . It's pretty much identical to the one above (except there's no text), isn't it? Or this one, which most people would probably consider a much better quality image: http://i.imgur.com/uauHhIs.jpg . They're both just upscaled version of the same 1359x1625 original image.
